Lawyer (1998). Graduated in Law from the Pontificia Universidad Católica de Valparaíso, with Doctorate in Law studies from the Pontificia Universidad Católica de Chile.
In the public sector, has held managerial and advisory positions. In the Pharmaceutical Business and Health Sector, has performed as legal advisor of the National Head of CENABAST (Supply Headquarters office of the National Public Health Network) - Department of Health (2012-2014), in charge of the preparation, discussion and / or revision of projects, research, development, improvement and innovation strategies relating solutions for the institutional functions. He participated in the CENABAST Procurement Commission; in modifications and improvement of relevant regulations for the Public Health System (New Drug Act, Amendments to the Health Code; New Tender Public Conditions approval for Drugs and Medical Supplies for the National Health System, etc.). Negotiations and coordination with suppliers and actors in the public health system, and others.
Being Legal Counsel (Legal Manager) of Transantiago Plan (Ministry of Transportation 2006-2009) in charge of reviewing and approving all legal aspects of the various public tender processes associated with the development Plan. Renegotiation of Transantiago contracts; processes for applying relevant fines to Transantiago operating companies and companies providing complementary services (AFT, SIAUT) sanctions. Negotiation of terms for the Transantiago Plan financing.
Regarding Infrastructure and Concessions, performed as lawyer of the Department of Public Works (2006) and of the Department of National Assets (2004-2006), with a remarkable specialization in the concession system, enhancing it with new studies and developing a new system of concessions for the Chilean Antarctic Territory. He joined the legal committee of the Marine GEF- project "Marine Coastal Protected Areas", sponsored by the UNDP. It was also appointed as a legal counterparty for the Government in the ENDESA HidroAysén electrical public concession.
In the private sector, he has worked in companies related to the Chilean Chamber of Construction (Caja de Los Andes, CORDEP, CIEDESS, CCS); external legal counsel for Compañía General de Electricidad (CGE), and in parallel, focusing on the private practice in the areas of specialization of the company he founded.
